Safety inspection is the same across the state. However the Emission inspection varies from county to county.
Safety inspection isn't that hard to get through. Just a lot of basic things that most people would figure on: Tires, Brakes, lights, wipers, horn, defroster, seat belts.....
Emission since you have cats and as long as you don't have a SES light on you should be fine where ever you go. Also after you register the car the first time if you drive less that 5k miles a year you are exempt from emission.
Also the law is fairly Subjective things can be read a lot of different ways so it depends who you take it to. Your best bet is to ask around once you get moved in and find someone that might overlook anything that is questionable. Not that hard to do

And like everyone else said, as long as you have no check engine light and decent brakes, etc you should be fine.
