Anyone else get this stuff on their lighter colored cars? Or even vinyl siding?
And if so what's a safe way for the paint to get it off?
Clay bar didn't budge it at all.

I've worked on a couple cars that had that. It was minor and I got it off with just a clay bar and sometimes my nail if I had too. You might need a more aggressive clay bar, I've had good luck with mothers. You might want to try soaking it with a degreaser and/or applying heat with a heat gun, like you were trying to remove a badge or decal.
I've had a bit of this stuff on my siding and I knocked some off with a magic eraser. It is a bitch. Either way its gonna take some elbow grease.

So that's what those black spots are? Artillery fungus. I had to look it up because I never heard of it, but I've seen it. I always thought it was bug **** or something. Have you tried bug and tar remover?

According to this it comes from mulch, and mixing mushroom soil with your mulch can reduce artillery fungus.

I don't think you're gonna find an easy solution.
If it was me and the car was and older daily driver, I'd just take a junk semi-agressive pad and some compound and go at it with the porter cable. I would not normally recommend that, but if its truly bad enough it should make it much easier.
