This is such a shady ballot question. So if you want to vote for the bipartisan "yes" that both legislators and automakers agreed upon just say "No" or skip it.

OBD-2 is not the same as what this bill is proposing. OBD is just a bunch of generic emissions related codes that all manufacturers share. But the 85 gazillion computers that BMW uses to run its power seat controls are not require to conform to OBD because they aren't emissions related. I work at a dealership that has a Snap-On Determinator scan tool (same as a Genesys or OTC type tool) and we still get a lot of cars, usually European, that kick out codes that have no definition or require a dealer specific scan tool to read or two way controls that are only available on a dealer specific scan tool. It's annoying to have to ship a car to the franchised dealer for diag because we aren't buying a $2000 scan tool for every brand of car we sell.

yes, but you can buy a 2000 scan tool, it is available, so again i ask what is this bill trying to make available?
just because your shop cant/wont pay for specific equipment, does not mean its not available.

A "Yes" forces the manufacturer to make the info available in the future, where as now its discretional.

Who said they are making it free?
It’s a law that if a manufacturer doesn't want to sell you access to their codes/diag logic, they will be forced to.
Simply put, just because they do now doesn't mean they will later. This law would force their hand to keep it this way.
(Automakers and MA legislators already agreed to this over the summer)

the Massachusetts legislature passed H. 4362, a Right to Repair bill on July 31, 2012. The law will take effect on November 6, 2012.

Umm, yeah apparently you didn't read this thread in its entirety or listen to the logical progression I updated it with where I already explained that. With that knowledge coming to my conclusion to skip the ballot question since a duplicate "Yes" actually values a non bipartisan agreement.
Anyways, votes are done, this thread serves no more purpose, I'm done.
(We got bigger problems now anyways...)
