just checked with a firend who used to work in CT last year, there is a visual inspection of emission equipment, but he says most of the time the tech didn't bother and just rolled it on the dyno

I had my 98 done the other day and no one opened the hood or looked anywhere else. Just hooked it up to the machine and that was it. Took all of 5 minutes.

Nice. Did they mention anything about the raw gas smell thru the tailpipes.
I have talked to a few local guys with modded engines and they say the key to passing roller emissions is making a 1:5 of alcohol:gas mix right before the test. With that a properly tuned engine they shouldn't been a problem passing; even without emissions equipment
