Blackouts in NY?

Blackouts in NY? Anyone know if GTS blackouts are legal in NY? Specifically Long Island. I was planning on running them over my headlights and tailights, but don't want to give the cops a reason to pull me over. ANy help would be appreciated,

One slick thing I saw was a guy do had made their tail light darker by painting them, and I dont mean with a rattle can, it was a GMHTP car that was a wrecked ss camaro and he just painted light coats over the tail light and it gives it the Black out look but your not putting a cover over it.

In Rochester the police have better things to worry about, alot of people get away with tint, stereos and loud exhausts as long as you don't **** around and drive safe when they can see you.
Ive been followed on 390 for 10 minutes by a State Police Cruiser, and he didnt even really look at me or care.
My car is anything but quiet, black on black with covers, both turn signal and taillight.
We do have a Couple LS1 Camaro Cop cars around here though

Bro dont worry about it. I had them for a year+ and nothing. Just dont go around being a dick though (Although why would you do that if u didnt even have the covers)
