Weird Electrical Problem
Turns out that the braided cable that goes from the block to the body was broken and the shifter cable was acting (or not) as a ground cable for the body. This is not the same as the one from battery to the block.
The cables with time will get corroded inside the connector and appear OK on the outside but wont conduct on the inside. Also check all your main ground connections.
I Had a "dead key" problem on an A4 '98 T/A, that I owned a while back equipped with the Factory Security system..
I was advised to use my other "Chip" key as do to less use, it may solve the problem,
and It did.
When i was under the car i was looking around for ground cables and found the braided cable on the drivers side of the block I went ahead and sanded down the ends of the cables and the body. the car started up fine but im going to go ahead and get a new one and see if that helps. when it was running i was revving it a little to see how the voltage reacted and it was fine when it was revving (only took it up to about 3k) but when it came back down to idle the voltage would drop to about 11-12 then come back to 13-14.
I didnt even think about the key being the issue, that would be awesome if that was the problem and very strange based on the way the car is reacting. I wont be able to try that out until the weekend though.
Thanks for the responses.

My voltage seems to be weird...
I went through an alternator and a new battery to no avail.
Then re grounded the battery and still nothing.
My car voltage is so iffy when driving i swear it's ready to give out.
