I have a better idea. Have your girl dial his girl from a payphone. Tell her to ask for him by name. But make sure he isn't at the apartment when she calls. Tell her to ask if this is his sister answering the phone, because its his girlfriend calling.

this is where you get a couple of your friends to take care of business, and you have no connection with it. The guy has no idea who it was. If he thinks it was you, you will find out quickly. Other friends of mine have done this before and have had very good results.

If he's on the first level, run a garden hose under his door, plug up the crack with towels, and leave it running all day while he's at work. Someone did this to my neighbor at my old apartment.
