The only people in downtown durring the weekends are homeless. It is however a short cab ride from Channelside & Hyde Park both are pretty good spots. If you choose downtown check The Hyatt. Very Nice.

From what I've gathered, the three places with a decent concentration of bars/clubs are Hyde Park/South Howard, Channelside (Downtown), and North Tampa near USF. That being said, I'd do the Marriot downtown. Cheap cab ride down to Channelside or Hyde Park/South Howard.

Hardrock is fun, and if you get bored, you can always head to Channelside or Ybor.

Just remember that the Hardrock isn't a full casino. If you don't play poker or the slots you're sol. Best nightlife is definitely S. Tampa (Hyde Park) 2 minutes from downtown.
