Yeah with small displacement and high pressure ratios you can do that. Our 4G63 customers and Cosworth guys make insane #'s with very small inlet space. Here is a customer of ours, with 2.75" inlet and a 2.0L cosworth dyno below and AWD....

there is power under the curve, but only above 6500. this isn't anything new on 2.0ltr engines making MASSIVE power like this!
for a race car you would have to get a little clever to keep it spooled up. Anti-lag would be a used, and i would even use a recirc BOV that dumps to the exhaust manifold. with the anti-alg it would keep even the biggest turbo spooled!
then i would use a seqential box (poss skyline gear). this would make it eaiser to keep it above 6500rpm and in the turbos operating range.
