Why would a throttle body be ON the turbo inlet?

The story as I know it is that unit started out as a turbo and Norwood modified it into a centrifugal. It definitely is mechanically driven though.
Having the throttle body in front of the turbo eliminates the need for a BOV as well. Also a lot of the diesel tractor pull guys put a guillotine in front of the turbo to kill the surge when they let off the throttle.

2. The throttle body will always before the "compressor" or blower. The other side is the drive. Pulley and snout / capped off by casing. The DISCHARGE however is a different story.
The roots/twin screws are like a box with three holes. One is drive, one is intake, but discharge is discharge. You cannot swap that around.

I was looking at some old pictures and one was of a Bob Norwood built front engine Ferrari drag car. It was a flat 12, tube chassis, turbo drag car. The thing that got me was it had the throttle body on the turbo inlet instead of the intake.
I under stand that all the throttle body does is act as an air valve but it seems to me the reasons of having it on the turbo inlet are, well, above any reasoning I could find.
Could it work?
