Waste gate vacuum lines?

What vacuum line goes where on a 38 turbo smart waste gate. One goes to the intake and the other goes to the turbo right? But which one goes where?

The bottom one ( not top) goes to the turbo OR the manifold. Top one goes to boost controller ONLY. You hook BOTH up to the manifold, or a boost source, and it wont open.
