Exclamation boost issue ,, iit does not hold

Hi guys ,, i have 2002 camaro it has 408 c.i.d and KYTP s91 turbo kit.
i finished every thing but when we put it on the dyno to tune it it opens 15 psi ,,, so when we put the boost controller 20 psi or 22 or 26 or any number it just go down to between 15 and 15.5 .
so is the problem is the boost controller ( Exile ) ?? or it is from the wastgate ??

please help my gust to finish my project ,, Thanks

Try getting a small air regulator and putting some shop air on the back of the gate. If it still does it, then your problem is something else.
