Hmm man i wish i knew more about this stuff its hard to get things right when i dont know how to ask the dame question. but ill give it a shot.
If my cam is on a 115 and there is no adv or red ground into it how would i go about putting it in a 111? im sorry if that does not make any cents. i need to learn so much more it ******* sucks beig a re-tard trying to build a fast car.

adjustable timing chain. really should degree it in so you know exactly where its at. should help bolster low end to spool the turbo better.

For your timing issue, I have a cloyes hex-a-just timing chain which allows you to advance or retard timing, I'm assuming that's what your looking for?

here is what i would do to try and identify the issue because I can't imagine that combination only making 15psi by 7100rpm.
1- if the gate is one that requires a removeable valve seat such as the HKS, Tial, Precision, etc... double check and make sure it was put in between the manifold flange and wastegate otherwise there is a big hole pre-turbine inlet.
2- what size gate spring is in the gate? don't guess, test it with compressed air and a pressure control valve.
3- make a boost leak tester (PVC pipe cap with shrader valve through the center of it) and couple it to the turbo inlet. pressurize the whole charge piping to about 20psi and record how long it takes to leakdown, listen for hissing air.
4- do the same test on the turbine outlet to check for cracks and poor sealed flange connections.
5- as stated check your cam timing (call cam manufacturer and see what the degree of ground in advance is) but if it is spinning to 7100 it sounds like it is close enough that you would see a faster boost climb than 15psi over 2100rpm of powerband.
6- check to make sure the turbo spins freely and isn't dragging on the compressor cover or turbin housing. (also make sure it is seeing good oil flow.)
7- if you haven't found the problem by now and a knowledgeable FI tuner has gone over your fuel and timing maps and they look to be in order then it would become a more interesting mystery. But from my experience if you actually do the above you'll find the culprit by step 6 99% of the time!
Good Luck tracking it down, and nice setup you have there!

this is why i got rid of my turbo and went with my procharger!! Im not hatin on turbos i just didnt want to deal with this b.s. right off the bat. After i learn all about boost ill build a turbo car but till then i have a blower car.
Hope everything works out good for you Ricky, a lot of **** pissed me off building my car!! And if u still wanna get rid of the EPP cam lemme know, im still interested!
