I tack welded a large washer onto the part of the pulley that goes over the shaft, then pulled on that with a puller against the shaft. Then I cut it off when done. I used it to make a vette WP pulley work with F-body accesories.

You must use a large 3 jaw puller, a two jaw will not work. After torquing it a little loosen the jaws and relocate them on the pulley to tug roughly center of the old jaw positions. I use a large breaker baron the socket and a pipe between the jaws to keep them from moving while pulling the pulley. Getting it started is always the hard part, but I have never damaged a pulley doing it this way. Also always do this with the pump off the car.
