What hp rating is the new turbonetic HP67's?

What hp rating is the new turbonetic HP67's? What HP rating are they with ball bearing and billet wheel? I notice that I can get the new turbonetics HP6768 with ball bearing/billet wheel a little cheaper the the new PT6768 CEA with journal bearings. Which is the best option? So both are same everything but one is ball and the other is journal. Does ball bearing really spool faster? Both full billet and ball bearing turbo are a big diff in price. HP67 is $1600 and PT67 Cea is $2300.
