Default At what vehicle speed do push/pull fans not help?

In a TT setup with push in front of the intercooler and a pull behind the radiator, is there a vehicular speed at which the fans no longer help passing airflow?

Wouldn't it be along the lines of vehicle speed in feet per min x cubic feet of the radiator?

Thinking about dropping $200 for a complete fan set up to replace the weakening stock set up...I want to chill a Jack n Coke while driving.
