Boost creep issues please help!!

I would chop off that WG section and weld it up and put two 44mm gates off each manifold right off the bends so that exhaust can flow straight into the gate. I still think its a size issue somewhat as well. Naturally if the exhaust is under pressure and a valve opens it will relieve the pressure if the valve is large enough. Obviously the flow of the tubing and gate combined will play a large role as well but you have X amount of exhaust gas that has to be disepated between the turbine/exhaust housing and the wastegate. In your situation the wastegate stayed the same and the exhaust side dropped in size along with increasing the airflow/cold sides capacity. So your issue was compounded. If you want to keep a single gate and need that location then put a larger tube and put a single 60mm on it. That'll allow much more volume of exhaust out to help control it. I still believe you need a larger exhaust housing, I've seen 1.32ar T6 exhaust spool fine on 5.3's (even though yours is a 4.8, not a huge difference).

uhhh, if you gates where in an actual "perfect" position and of adequate capacity you would have zero problems

I have two baby little 38s in proper orientation and it will build zero boost without springs

this vid i am in high gear and go WOT, doesn't make any boost. my buddy kicks on the ams1000 activation and it brings in 2psi per second. just to show the control the system has

It could be the gate position. its located on the "weak side" of the hot merge. even though it creates an exit for the hot exhaust, during heavy load and hot temps, the exh is going to be flowing hard and fast against the opposite side of the WG exit and mostly bypass it.

like said before , pull the springs completely out of the WG all together , do a pull. itl take 5 seconds. if you make ANY boost then you know where your problem is , because you shouldn't be able to make a single LB like that.
