Initial startup running too rich.... any ideas?

He said it has a base tune in it already so I would think it would be good enough to idle and run.
True that he already has a tune, but that doesn't mean that it's necessarily a good enough one to keep running (especially if the injector data is wrong).

I still think that it's tune related, especially if it's an SD tune that takes more finesse before it can run smoothly.

Could be injector data,
or not scaled for a 2 or 3 bar Map sensor,
air intake temp sensor not connected
VE table too far off for your engine combo.

Sooo because of the rich tune the plugs are fowled and there's GAS IN MY OIL. How the hell can a start up tune be THIS FAR OFF??? So the guy sends me another start up tune.... car still won't run..... should I find another tuner?

Yes, it's a 2 bar from an '05 Cobalt SS.

I have a stock FPR, so it's not adjustable for me. Are their other ways of doing it?

Take the car to him, your asking an awful lot from him for a base tune with such a specific setup.

Get you a good wideband installed too,could save you a motor.

After getting it to him and on the dyno, he's thinking the ECM may be bad. What would cause a ECM to go bad? It worked just fine last fall when I stored the car.

There were some weird reading while on the dyno. The MAP sensor was reading boost even with the car not running, the TPS shot to 13% at one point, and he was saying when he would write something to the ECM it would revert back to the previous settings after he keyed it off and on again. Confused....

Yes that's is weird. Call Hawks third gen to see if they have an ECM for you.
