How much fan is needed for boosted+ac car?

now keep in mind, my radiator is at like an almost flat angle. so moving doesnt mean alot except higher flow rate through radiator, so my only cooling is through the fans.
It never got over 193 while moving. i did get on a it a few times as well. sitting still it creeps up very slowly, my fans are just lying there, not sealed to the radiator or even strapped down to it...
