I believe it was 4th gear. I have an s60 with a 3.55 gears.

To my knowledge, yes. ~12.1:1 under boost.

It should be noted that the weaker graph was after the 18 lb spring was installed, and boost was increased to 20 psi. The ignition was breaking up with the higher boost, so the car got new plugs with tighter gaps and wires. So, -70 hp and - 148 tq with more boost...

I think the first thing to do is another spring swap back to 13 lbs to see what happens. Any other ideas?
