Default Ls2 sbe with a turbo?

So I will be purchasing an 06 ls2 out of gto with the 24x reluctor wheel. The guy I'm buying it from pulled it out of a car which had a lifter failure that took out the cam. He pulled the motor apart, had the block honed and hot tanked. Put it back together with stock rods and pistons (gen 4) with factory rings. Got new bearings for it but bought he wrong ones and lost interest.
I can pick it up for 1k from oil pan to Intake. The heads are fully assembled and I will be included. It also has an ls9 cam already installed. Keep in mind this was a low mileage motor. I plan on doing an on3 kit in the future and would like to make around 700 whp, therefore I'm going to do headstuds but can't find the right set of Chinese ones anywhere. Also, I will be replacing the springs with .660 dual springs, new gm bolts for the bottom end and replacing the water pump and oil pump with new stuff. Also, I think I'll change the rings out with a better one built for boost. Is there anything else anyone can think of and should this bottom end last st that power level on e85? Keep in mind I have a 99 z28 m6 and will be swapping all of my accessories over and anything else I can to try and keep the price down.
Sorry for the long post but any help would be greatly appreciated.

I wouldn't pay $1000 for someone else's headache. Also you say it was a low mileage motor. That means jack **** on a motor that has had lifter failure and had to be rebuilt. I'd rather have a 200k motor that hasn't failed than a motor with 5k that's grenaded.

a stock ls2 is a good engine and will hold that much power easy if the tune is good. you don't need to go to crazy for that power level.

you can run the stock lower end bolts . you can buy gm performance parts chrome moly head bolts from the dealer for about $30.00 per head.

it is hard to get better parts than the original parts they were built with. if you build it to gm specs with gm parts they are very strong.

Thanks yenkomike, I think that's what I'll do. I have never heard of the gm choke moly head bolts. For that price I might just try those if they are stronger than factory bolts. I'll go check them out now.

I did some searching when I did mine and found the gmpp # then ordered them at the local dealer for $28.00 for each head.
