HELP! Stumped! Need some help! 26lbs of boost and still slow!
quick summary of the problem, I'm going to try to make this short but also detailed to avoid any questions.
Problem: Car is on 26lbs of boost, 16* timing, and e85, 10.9 afr, car goes 125 @ 10.2, 1.3/1.4 60 foots dead hooking. Intake air temps start from 100 and reach 150ish. Car should be way faster on 26 lbs, need to find out whats holding it back.
Setup: 5.3 SBE, LS1 intake, e85, 26lbs of boost, 16* timing. stock 317 heads. Th400, Precision converter speced for setup, edit: 3.55 gears, 28" slick. Forgot the name of the turbo kit but the turbo sits sideways in between the radiator and the water pump, ebay intercooler. waste gate are 10 lb springs. Co2 to hold the gate shut. AMS 1000 controller, stock ecu speed density tune. i think thats all any questions please ask!
What we have done so far:
Timing?
At first the car was knocking and pulling timing down to 10 and we thought that was the issue, car went 11.2 with the timing pulled. tuned the ecu to stop pulling timing and the car went i think 10.5ish with full timing 14-16 i cant remember but it went a little faster, think we were on 20 lbs or so. so adding timing did help, we added a little more and gained nothing, so we left it around 16*.
Wrong converter?
we thought it may slipping or blowing through the converter. Got a new one speced and checked the logs again. Shift drop in RPMs were good from 900-1200 rpm shifting around 6700ish. so its not blowing through the converter.
Bad trans?
Maybe the trans was taking a ****. And it was got hot and burned up 2-3 clutches, got it rebuild and same result still, 26 lbs and only 10.2 @ 12x, no slip shift rpm drop was good.
PVC + crank case pressure?
we had no pvc on the car just venting to the air, we thought it may need to breathe better so we put another passenger side valve cover on the drivers side and bought those -10 oil cap adapters and ran both of those to a catch can. It helped we think, it changed the tune a little, it was richer than what it was, so we took some fuel out but still to no avail.
Boost reading Accuracy?
Maybe we were not getting a good boost reading we though. we have 2 readings for boost, one is from the vacuum block where the boost gauge is hooked up, the other is from the MAP. Looking at the last log the MAP read 40lbs, take away atmospheric and its 26lbs, the boost gauge reads similar maybe a few lbs off but similar.
Thats it i think, our next step is to take off the inter cooler and run a straight pipe across it to see if it is restricting it at all. At a loss now, thanks for any ideas an inputs!

Turbo Precision 7578 journal bearing .96 A/R . Brand new few months ago, has some street driving on it and maybe 20 or so full passes.
Also AMS commanded 40 psi.
we checked plugs all are good, running NGK 8s non projected .
we checked plug wires too, while the car was running we would unplug them to see if the car would miss and it would, did on all 8 cyl. The plug wires on some of the cylinders are tight but they connected.
5500 through traps, shifting at 6500-6700
car is a stock 4th gen camaro, no weight reduction, no cage

Runs slower but not by much on 20 psi, like 2 tenths, same timing.
custom cam, and valve springs i dont remember. the engine was professionally built, not my me lol but someone else

idk converter slippage offhand need to do the math on it. 123 mph and 5500 rpm, 3.55 28" tire
