When do I need twin BOV
twins? I would start with one high quality bypass and see if the compressor surges. Yes as power goes up, airflow (and the size of the hole required to vent) will go up, lots of factors though, and I never like to add unnecessary garbage to my setup, so I would wait and see first... (you can hear compressor surge if it is nasty)
On the other hand, if it fits the budget and you have the means, YES run twins right off the bat. if its easy enough to do. it will eliminate alot of headache later if you actually boost that high all the time- through twins it will help them last a lot longer. Put the bypass as close to the compressor as possible. new turbos are coming with them integrated sometimes, in fact.
I've ran the last 2 years without...no worries.
If you want to fit one, fit one, if you want to fit two, fit two. If you want none...none.
Although if you're running a MAF then yes you would need some means of venting prior to the MAF.
