Boost pressure supposed to be in the top of the wastegate???

Default Boost pressure supposed to be in the top of the wastegate???

So i have a question. I believe i know the answer but i want others input. Is it normal to see boost pressure on the upper half of the wastegate? The reason im asking is i just installed a boost leash boost controller. The controller obviously allows me to set a gate pressure (witch applies co2 pressure to the top of the gate) but what im noticing is that im getting boost creep of a few lbs. but what I noticed is that as the boost creeps my gate pressure rises past what I commanded as the boost creeps. I tested my gate and its allowing boost pressure from the bottom of the gate to the top of the gate. So the reason im asking is cause I don’t believe that is a normal function for the wastegate. Im thinking that the leak in the gate is causing my boost to creep and my controller to show that the gate pressure is also rising. If that makes sense lol
