Does ati sell relocaton brackets for the cruise and horn? Also anyone know what the black tube bolted behind the horn is? It's also in the way, I can only see 1 wire and 2 bolts?

yes they sell them, seperate. I have a full kit for the horn relocation and cruise control. I did not use them was able to relocate them with out the kit,s. would be willing to let them go. Send me a PM and i can send you some pictures and info on how I mounted my stuff with out ati,s brackets. If that would help.
