Second question, what kind of turbo setup could I use to get 700fwhp, using the stock cubes and cam (gas mileage is a HUGE priority, I do alot of long distance driving).

I am running a 2001 LS6 block, 8:1 compression target, with custom Diamond pistons. I am running 6.125 Eagle rods, and a stock crank.
The important thing is to spec out the total combo and then try to avoid making any major changes during the buildup of the car which can delay when it will be finished.
If you want 700fwhp, you can easily get there with stock cubes, M6, and on 93 pump gas. I would be thinking about compression in the 8.5:1 range.

A good example . . . fired up my car for the 1st time a couple of weeks ago and had a couple of problems. Within 20 minutes of my post Chris called ME asking if he could help in any way, and it wasn't even a problem with the engine!

I think any of the above listed should be fine though, so long as you keep your tune in check. I just try to stay with the most commonly ran engine in cars on the board to try to steer away from any unknowns.
