Build or boost?

Build or boost? Gonna turbocharge the Z28, but I'm not sure if I should build up the engine and then turbo it or turbo it now at low boost and just crank it up as I get stronger parts.
Also, what kind of heads do you turbo guys run and are there characteristics that a turbo head would need that a N/A or supercharged wouldn't?
And one more. I know that turbos like high revving short strokes but does a 383 make more power than a 355 in spite of that?
A lot of questions I know buthow else would I figure this stuff out?
