Default Need help!!

Hope someone has the answer..
The car is a 383 stroker, 9:1, 228/232 590ish on a 115, 48lb injectors ( he swears thats what they are), twin intank pumps, stock heads with 918's, and 6 speed. Car has an STS kit on it with a Turbonetics T-70 now and .96 turbine housing. We cant get the car to come close to acting right. First turbo was a t-76 and it wouldnt make enough boost, even with a 13lb spring in the wastegate. Power was all over; 530 one run and 430 the next. We even put a 60-1 on and it wouldnt make 13, but at 8psi it made 560/660. We were way out of turbo, and went to the t-70 with a better intercooler and in 3 back to back runs, it made 524, 353, and 440. Dont know where to turn to next. Its had 3 turbos, 2 intercoolers, and two wastgates.
Is there anything engine related that can cause this? Can the valves be floating with the 918's, even though the graph is smooth? Can there be so much exhaust back pressure that its forcing the wastegate open?

Are all the vacuum lines in good condition? Where is the line going to the intake comming from? If you have a bad line, it could be opening the WG at odd times.

sounds wierd, that stinks, makes good power just not all the time

boost reference is at the intake.
We were happy with a 60-1 making 550/650 @ 8psi. That was more than that turbo should make. We are just trying to get the real potential out of it. We were thinking it should make 600ish at 10 and 650 or so around 12psi with the t-70. I am trying to get some graphs sent over to post.
