The sensor and wiring are probably OK if it's reading the temp changes.
Make sure the fan is pulling and not pushing and that there are no obstructions (plastic bags, etc) on the front of the radiator.
I've found out (the hard way) that it's common for the ATI kits to have cooling problems, especially if you have warm outside temps and/or you run the A/C. I am looking at the BeCool fans.
Also make sure your bypass valve isn't routed back into the blower inlet, venting it to atmosphere will provide a lot less heat back into the blower.
To test the fan, turn on the A/C. The fan should come on immediately. I'm guessing the problem lies in your wiring somewhere, or the fan doesn't work. If you manually put 12v across the fan does it spin ?
