Bad O2s = Lean??

Bad O2s = Lean?? I have an STS turbo kit, H/C, stock exhaust, 38lb injectors (but stock fuel system), stock MAF. At some point I was running super rich (MAF problem). Once I got that resolved, my LTFTs pegged to +25 and the STFT are still positive (+2 to +4).
I have tuned for the 38lb injectors.
I am also throwing a P1133 code.
So the question is: If my O2 sensors are bad, would they cause this lean condition?

If you can force the O2's over the rich threshold (800mv) and under the lean threshold (200mv) they are most likely O.K.. You may see them do this by just idling or holding it at say 2000 rpm. If not you can pump the gas or power brake to dump some gas (rich) and remove a vacuum line to create a (lean) condition. If you can't get them to cross those lines they are bad. That is pretty much how most auto repair flow charts have you test them.
