I found my book.(Turbochargers, by Hugh MacInnes) He reffers to an IMPCO TC2 Turbocharger Pressure Control Valve. It installs on the boost side of the turbo and uses gauge pressure to restrict air flow from the charger. Boost pressure works against a spring which tries to hold the valve open.
Disadvantages listed are: 1.Restriction heats air mixture to engine 2.When compressor operates close to surge line, valve can cause compressor surge.
I looked for more info on the net, but came up dry. Let me know if you find more.
