do turbos cure the rasp of a catback?

i know they kinda act as mufflers by quieting the exhaust down but will they cure the dreaded rasp of a catback?

Well I guess you could say that... just think... 747 taking off if you want to know how a turbo sounds

Like many things, it all depends.

If it has tubular manifolds, it could be loud.

My cast iron manifolds (heavier than stock) give my Magnaflow muffler (which is pretty nasty) a quieter note than a stock car. Even without a muffler its not as loud as a stock Magnaflow catback.

In general, a turbo (or turbos) will quiet the exhaust. How much depends on the system.
