You say the crank pulley bolt is tight, are there dowel pins in the procharger pulley to keep it from spinning while in position in the crank pulley? Seem to remember some issues in the past, of either no dowel pins or the crank bolt being just s bit to long.
How is the intake side of the blower, any blockage, or problems there.

It also sounds to me that your bypass valve is not working correctly. I recently had one that would not close far enough. We swapped it out with another ProCharger bypass valve and it immediately picked up two pounds of boost. I would first disconnect the vacuum line, as the line is normally hooked up wrong when this problem exists. If you still do not see much boost, I would then try running the car briefly without the valve installed, to see if it is the culprit.

Is this a new or used system? What are your pulley sizes? Re-torque their bolts (don't just look). Is your dipstick blowing out? Do you have a metal intake plenum? Have you checked it for cracks, or the inner coolers? Throwing any codes? What is your a/f?
