I'd have to say, get a huge turbo... one that's hard to spool, (maybe no spooling until 3000) and with a low psi spring. When you want your boost, that's when your boost controller comes into play. Also, spray to help with boosting at lower RPM, and make sure your car can handle maybe 8k RPM. And just drive normally. Maybe that'll work. The cutout idea just has too many moving parts, and it could get too hot too being so close to engine.

the exhaust would only get louder and less sleeperish if you route the exhaust around the turbo.

just dont put a whiney ricer bov on the thing and it will go un-noticed till you smack it.

also dont have the turbo hanging out the *** end of your car (yea i said it)

thats the first place people look for turbo's these days

You can just about turn them off by having a very good wategate setup. If you run a 5 lb or less spring and don't have overly huge turbos, you will be able to run what ever your wastegate spring is. I run my car off the wategate spring in 1st gear with a 9 psi spring. I would like a weaker spring to lower the boost even more, but 9 is working.

Basically, yes, with a set of midsize turbos and large wastegates, you could pretty much turn off the boost with the touch of the button on your electronic boost controller.
