The turbo is basically "OFF" when you are not transitioning into WOT. So cruise and normal driving the turbo is off, go WOT and bam the turbo turns "ON"

Good thing about the turbo you can really make it so you never get into boost at all. I've done that plenty of times going to and from work, just stay out of the gas.
