Brains was right on till the last part. Most all systems require a vac referance to the bottom port. If not they will boost to the moon a most of time!
In response to the original post. Take a referance line right from the port on the compressor (highest pressure) and run it to the botom side of the gate. Also make sure the top port of the gate is vented. If you still have over boosting issues then you require a larger gate. Its not rocket science.

Where would you get a vacuum reference while in boost? You meant pressure source I'm sure, like from the turbo outlet since you said bottom port.

Yes, in most cases you WILL run very high boost, because the air pressure on the diaphragm can move the valve much easier than pressure on the smaller valve. A 7lb. spring could easily become 15lbs. or more ... I should have clarified, thanks for pointing that out...
