thats all I can say, THANKS FOR CLEARING ALL THAT UP FOR ME. Looks like I do indeed have the wrong turbo, which was ordered from FI.com and what was to be a TC76MPS, I can pull up those posts if needed. I really don't know how Jose spec'd me a 62-1 wheel
I'm sure you guys just build what you are told and ARE NOT to be blamed for any of this.
All in all mistakes happen. I'm really hoping I do have a 76mm wheel and the box is mislabeled. We won't know until I get the turbo off the car which I will be doing after I type this out, just felt I had to post first.
I'm glad that FI.com will fix this if it is the wrong wheel.

Dammit!!!!!!! The TURBO DELAY GOD has struck again. I'll have to stop working on the car for a few hours due to being called to the construction site

If he actually has a HP76 wheel in there that turbo should be looked at anyways. Obviously something is not right if he can only make 9 PSI of boost. He confirmed on the Turbonetics forum that his wastegate was operating properlly along with his bypass/blow off valve. He also said he triple checked for boost leaks. My only suggestion would be to connect a boost gauge at the compressor outlet of the unit and see what the pressure measurement is at that point. If its still only 9 PSI something is wrong with his unit or he has a massive exhaust leak pre-turbo. I guess its possible he has too much backpressure but thats a bit unlikely with the size piping he has. He could always try it open downpipe to be sure... All in all with the label and serial number list showing what it does my money is on the wrong compressor wheel for now.
Well the thrashing is over with, the turbo was torn apart to find out that it is a
76MM TURBO

And a easy way to check your TC76 to see what it has:
We saw that stamp on the compressor housing *after* we pulled it off the car. Its easily visible with it mounted on the car 
But a quick measure with the calipers showed 74.xx and 102.xx
Now where to go from here, I dont know. There was no sign of an exhaust leak at the flanges to the truck manifolds, that would be the major exhaust leak if there was one. The turbo spins freely with no bind at any point.
