IMHO, both are great choices. But having owned both sc'd and tc'd cars, I would never go sc'd again if I had the choice. And I would never go roots blown period, something about have a giant heat sink on top of the engine just doesn't do it for me. The Procharger won't have that problem though!
Either way cost is almost always what stops people from going this expensive and fun route. Some may figure it costs less, but find out the hard way after starting their motor builds, and buying the parts.
If cost is no object (you are lucky), then personally, turbos are better for both a street car and a track car IMO. If I had enough extra $ when I built my motor for my D1, I would have just spent extra and went with a Turbo. But as it was I spent a total of around $16,000 all said and done, and I didn't have that extra amount needed to go turbo.
