a quick question about prochargers

a quick question about prochargers So my parents/grandparents are coming together to buy me something big for my car for graduation and at first i was thinking a H/C setup, but then i decided to go FI. Im in CA so smog is an issues and thats why i raise a question here...
Would the P-1SC-1 @ 7psi pass smog with stock exhaust/cats? I have headers w/ td's sitting in my room waiting to go on and i would run around with those on until it was smog day.
also do centrifugal charger whine? ive never heard one in person
i plan on trolling the FI section so i know alot more about it and dont have to ask stupid questions like this but i have to start somewhere

The P-1SC and the P-1SC-1 blowers are carb approved for California.
