AllPros use a gasketed plug.
Research pulley combinations, see if you are in the ball park.
A 408ci at 10psi could be around (for example) 425rwhp + 2/3's of 425rwhp, so ~700rwhp (how about 650-725rwhp).
I'm thinking you need a smaller blower pulley.

I’m a bit confused here… are you actually seeing 10psi boost on a boost gauge or something? A 408 with 10psi should feel very healthy and significantly different then without the 10psi, so I can only assume that you don’t have a boost gauge, or for some reason can’t tell the difference between something in the range of 300hp difference (not sure what that would be besides maybe that the vehicle is severely traction limited both ways…).
The few KB setups that I’ve installed have been night and day differences on the vehicle in question, especially with the monster torque difference.

It defiantly sounds like something is wrong. Boost leaking somewhere is my first guess. What is the condition of the belt?
Has the blower been to KB yet? Condition of air filter?
The other vette was able to make 18psi, so its logical something is up, don't be discouraged quite yet, the mountain of torque is worth it!
