I think what he is meaning is that yes, its still pressurizing the cooling system.
The overflow up high is probably a simple matter of physics..Seems to be working. They are hauling *** on the stock stuff no doubt.

Id guess a high mounted expansion tank, that is simply full of air in normal circumstances, and not half full with water.
It simply allows a lot of room for any water to move into, whilst still keeping the system pressurised.

The expansion tank works like this... The radiator cap is on the top. There is a -10 line on the bottom that feeds the top of the radiator. The 4 steam ports on the heads go near the top of the tank. The tank is filled near half way full of water. When the heads lift, the air that enters the system ends up at the top. It just gets pushed out and into my overflow tank. Ta-da
