Default Fuel filler neck is clogged??

Got a question. My fuel filler neck appears to be clogged. I have tried looking inside and didnt see anything. I think my old roommates ex wife may have clogged it when she was leaving. How can I removed the filler neck to check it? Its kind of a pain because its horizontal. I have already removed the bottom mounting bolt but after that I have no idea how to pull the hose off it just moves around loosely. Anyone ever take one off before? Is there an easy way to remove it??

One other question unrelated does the power steering pump have a weep hole? It is leaking really really bad. I havent has a chance to remove it yet. It could be a bad hose or something; Does it have a gasket or a seal that I can just replace or do I have to just replace the whole unit? Thanks in advance for the help~
