Default Fuel pressure 25-30psi!?

Ok so I'm having some problems with my fuel system. I've got dual intank walbros. One is a regular gs340 that one comes on under boost. The primary pump is a racetronix pulg and play with a hotwire kit for a 99+ car. My car is a 2000 btw. I'm running a Aeromotive FPR 13101. When I first got everything installed I set the fuel pressue at 50psi. When I first crunk the car and let it idle, the gauge held a steady 49-50psi at idle. And even drove the car around for 10 minutes or so, and held a steady 50spi. Then the same day I crank it up and go for another drive and thats when I noticed the FP was around 28 or so. And it would bounce from 22 to 33psi. Could this be a sign of a bad FPR or fuel pump?
