Default Lack of fuel pressure

Last weekend I swapped injectors due to them being too big. After I got them swapped, I couldn't build any more than 20# fuel pressure. I figured I was out of gas because I knew I was running close anyway. So no biggie, I'd try again this weekend when I got some gas.

Fast forward to today, gas in the tank, still no pressure. Maybe 25# if I cranked the tension screw all the way down. I thought I might have air in the system so I bled it at the rail, the plug on the regulator, and at the fuel filter but no change. So I took the top off the regulator but all looked ok and put it back. Then it started leaking out the top so I took it back apart and noticed the diaphragm seal was torn. I suspect it dry rotted where it sat for 3 years before I got the car ready to run. So my question is could it have been bleeding pressure off without leaking fuel before I took it apart? I just hope I can replace the seal and it be ok. I hope I don't have a leak in the tank.
