Default No fuel pressure--response appreciated

I have suddenly developed an instance of no fuel pressure. Before I could set the regulater to 40psi and now it will only do 20-25psi whether the screw is all the way down or all the way out. Only change I made was swap fuel injectors. I've since replaced the diaphragm in the regulator and no change. No leaks. Swapped fuel pumps for the same result (dual intanks, swapped wiring). Leak in the tank?

Did you change the fuel filter?

It's a brand new -8an cartridge filter. Doubt that's it but I might take the element out to see how it responds.
