Typically it is better to sump a tank to prevent fuel starvation with external pump setups & hence the reason aftermarket metal tanks are often used with external systems to allow a "sump" or reserve of fuel above the pick-up point.
In most cases a good intank system can meet 99% of all fuel needs for considerably less money & complexity.
