Default No fuel pressure (new pump)

Helping a buddy getting his 98 TA running. Swapped in LQ4/LS2 intake/90mm cable TB. Someone in past swapped in 02 tank. There is no pressure at the rail. The pump runs every time the key is cycled, but I could never hear it come under load. We put a racetronix pump in it, with the same result. No matter home many times the key is cycled, the pump runs, but no fuel at the rail. I removed the fuel line from the rail, and fuel comes out when key is cycled. Removed the valve in the rail, and we get fuel there. Reinstall the valve and cycle the key again, but all we get is a tiny hiss of air when depressing the needle. New fuel filter as well. I'm guessing a regulator problem, but looking for some input.

maybe pull the bucket and see if the regulator is even in there?

its in there, I just changed the pump. I have no idea how to go about testing it though

They put a V6 tank in the car. After googling images for a while I noticed the ones pictured looked different. I pulled ours back out & ran #s on it. I picked up a used assembly & swapped the guts over to it. Started right up.
