The stock return style rails have a regulator built into the rail. There are plenty of cars putting 700+WHP with the stock rails. Your setup will depend on what it is your are running and looking to accomplish. The returnless style, I see a lot of the budget builds, and I have used several times, the Corvette style filter with built in regulator...

The thing on the OEM rails is not a regulator.. its just a dampener to control the pulses from the fuel pump in the metal rail..

the regulator on F-bodies are in the tank on the sending unit itself.

From my 97 Corvette service manual page 6-105 quote:
The fuel pump provides fuel at a pressure above the pressure needed by the fuel injectors. A fuel pressure regulator, attached to the fuel rail, keeps the fuel available to the fuel injectors at a regulated pressure. Unused fuel returns to the fuel tank by a separate fuel return pipe.
