yes, the injectors will always have 12v on one pin with key on. they ecu switches the ground side, so you need to put your multimeter across the two injector pins in the connector, not an external ground.

I went ahead and used the stock GM harness so I could start the engine. Tired of waiting. Somebody sends you a crap piece of harness and then you have to prove it is bad, and then wait, and ship it back, and then wait for them to check it, and then wait for another harness. Anyway, I wired in a pedal plug and a OBD2 plug and fired up the engine.. Left a lot of the sensor plugs hanging. Just used the necessary ones.
And back on the injector voltage reading---I can read across the two pins on the injector plug with KOEO and read 12 volts. I have a Jeep that is LS swapped and I can do the same on that vehicle.
Is this a mess or what ??

Can I drive it like that?

Interesting. I will test this on my car when next time I'm out. I do know that I used a scope recently on an injector harness plug and I remember that the car had the 12v hot all the time ignition was on and the PCM would switch the ground on and off to control it during crank and run. Maybe there's some sort of super low amp ground passing through or someting, but that would really surprise me.

Just a followup for future searchers, finally had an opportunity to try this and discovered 5.9v on the injector plug KOEO on my 99 T/A which I believe is low amp bias voltage the computer uses to detect opens/shorts on the circuit. Tested across the two injector pins unplugged from the injector. If I get bored I'll check my alldata and see if there's any mention of this to back up that theory.

I wanted to update this. I received another China made harness. Installed it, and there was no crank or cam count signals. On this one, the injectors were not stuck open. However, engine will still not run. The place that imports the harness does not even have a wiring diagram to help out with problems. I don't know how much this has cost me in lost time extra labor, a second new PCM, HPTuners licensing, and so on. Don't buy this crap.
I put the stock Silverado harness back on, got a BPAuto fuse block and wired it in to get rid of the HUGE Silverado fuse block. That's what I am running now. Everything works---well, there is no BCM, so that stuff doesn't work.
