Default may as well go big or just big enough

I have heard people say if you're upgrading injectors, might as well go big. I also know that going to big can cause fuel metering problems. My question is, will you get a more complete air/fuel mixture if you have an injector spraying for a shorter time when the air is moving fastest through the intake port, or with a smaller injector spraying continuously as the air starts and stops moving for each intake stroke? Seems like one way would be better for power than the other. Anyone have any experience with this?
